The Public Service Commission of Wisconsin (PSC) contracted with Cadmus to complete the Quad V Planning Study. The overall objective of the study is to inform program and policy planning for Quadrennium V of Focus on Energy (2027-2030) using data-driven analysis. The Quad V Planning Study was conducted during 2024 and 2025 and included opportunities for stakeholder engagement and collaboration.
The Public Service Commission of Wisconsin (PSC) has outlined several priorities for the Quad V Planning Study. The study seeks to advance the PSC’s transitional priorities for Focus on Energy set forth in decisions made during Quadrennial Planning Process IV and requires new approaches to tasks conducted in past Focus on Energy quadrennium energy efficiency potential studies. The overall objective of the Quad V Planning Study is to inform program and policy planning for Quadrennium V of Focus on Energy (2027-2030) using data-driven analysis. The PSC’s priorities for the Quad V Planning Study include:
The Quad V Planning Study dashboard allows users to view study data at their desired level of resolution, as well as for metrics of interest. Users can view results by utility service area, sector, building type, population segment, energy end-use, and measure group. Additionally, users can view results as first-year, lifecycle, combined, electric, or gas energy savings (BBtu, kWh, therm, summer-peak MW, winter peak MW, and winter peak therm-day). Users can interact with technical, economic, optimized, program-scenario, and end-use forecast estimates. The dashboard also allows user to download data, based on user selections.
Stakeholder Engagement
The PDF slide decks are Cadmus presentations to the Focus on Energy Evaluation Work Group (EWG). The EWG will serve in an advisory capacity throughout the Quad V Planning Study to provide input and feedback to inform model design and development, market and measure characterization, and scenario design. The engagement with the EWG will occur in parallel and in addition to engagement with a broader group of program stakeholders.
