Community Liaison Manager

APTIM Energy Solutions is seeking an experienced Community Liaison with programmatic and project management expertise to work with our Focus on Energy (Focus) Program Administration team. This position will be based in Wisconsin and is a key position within the Focus Stakeholder Engagement group. In short, the ideal candidate would possess high level communication skills, thrive while building relationships and connecting people to resources, and work closely with program implementation staff to facilitate a cohesive relationship between Focus and local and community-based organizations.

The Wisconsin Focus on Energy Program is one of the longest standing, most renowned energy efficiency and clean energy programs in the country. This award-winning program serves 107 utility territories across the Wisconsin market and supports over 50,000 energy projects annually. Additionally, Focus boasts one of the highest benefit-to-cost ratios in the industry, yielding over $4 in local economic benefits (including job creation, cost savings for local businesses and residents, etc.) for every $1 spent. 

APTIM’s role as the Program Administrator is to develop energy-saving programs vital to residential and business customers throughout the state. The Community Liaison will provide key education and support to connect local project champions with the resources they need to complete a Focus on Energy project. Industry knowledge and technical expertise in both residential and non-residential energy efficiency and renewable energy solutions is required. The ideal person will the primary resource for sharing Focus best practices and lessons learned through Focus program administration with cities, local governments and Tribal Nations to assist in developing their respective sustainability or clean energy plans. The Liaison would also work to assist local governments to compile and share relevant aggregate Focus data in partnership with the local utility.

This Focus Team member would serve as a point person to engage sustainability staff from around the state, organizing meetings either in person or online on various topics relevant to the energy, environmental, and cost savings goals of Focus on Energy. This person would lead staff on identifying successes learned from pilots or new approaches to program delivery that may be adopted by Focus statewide. This position will report to the Director of the Stakeholder Engagement team and coordinate with Focus’s existing utility engagement efforts. They would also be expected to regularly interface and build relationships with, but not limited to, the Office of Energy Innovation (OEI), the State Energy Office (SEO), the Department of Administration’s Low Income Weatherization Program. 

Key Responsibilities/Accountabilities:

The successful candidate will immediately assume an active role on the Stakeholder Engagement team. This role requires a dynamic leader with a solutions-focus to find the right balance between stakeholder demands and the program needs. The Community Liaison would serve as a resource for the leadership team and cross-functional team leads to ensure commitments made to stakeholders are delivered. The role is responsible for developing new initiatives or pilots as well as reviewing and developing best practices for program design and delivery. This person communicates across large teams to exchange ideas, embraces a collaborative approach, and finds solutions to challenges as they arise. Candidates must be able to manage multiple tasks with competing deadlines, have excellent written and verbal communication skills, and be able to maintain positive relationships with colleagues and a variety of program partners. The role requires a person who is accountable, process driven, and pragmatic. Areas of responsibility include:

  • Enhancing the Focus on Energy program experience for cities, local governments, and Tribal Nations by:
    • Sharing education and resources on energy benchmarking, energy efficiency best practices, and other lessons learned
    • Providing program expertise and guidance to program stakeholders 
    • Sharing stakeholder feedback with internal teams and Focus on Energy program implementers
  • Coordinating with community-based organizations (CBOs) to identify program related needs, provide appropriate resources and/or assist CBOs with navigating the available program opportunities.
  • Building relationships with cities, local government, and tribes as well as program implementers
  • Connecting with the local utility to identify and support utility services to its communities and local governments 

Basic Qualifications:

  • Bachelor’s degree from an accredited four-year college or university or equivalent professional experience. 
  • 5+ years’ program/project management experience related to energy efficiency program management, implementation, or administrative oversight.
  • Working knowledge of energy efficiency and renewable energy technologies and energy-saving solutions including lighting, HVAC and mechanical systems for both residential and non-residential customers.
  • Experience working with a wide variety of stakeholders, such as state, local and federal governments, for-profit and non-profit organizations, utilities and others.
  • Customer service oriented with excellent interpersonal oral and written communication skills.
  • Knowledge of state energy resources, usage trends and policies and programs which affect these trends.
  • Knowledge of traditional RFP process and procedures.
  • Knowledge of grant application procedures and program funding mechanisms in state and federal government. 
  • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
  • Ability to assist in developing and implementing policies and procedures based on legislative or other changes.
  • Ability to travel statewide, monthly, and occasionally out-of-state.
  • Knowledge assessing performance of organizations and individuals to make appropriate improvements or take corrective action.
  • Ability to collect and analyze data and interpret information to proceed with appropriate actions. 
  • Skills in negotiation, conflict resolution and consensus building with diverse stakeholders.
  • Ability to manage time and prioritize projects within established deadlines and handle multiple tasks simultaneously. 
  • Strong communication and collaboration skills; experience with client engagement and coordination.
  • Self-motivated with the ability to work independently.
  • Proficient in Microsoft Office software.

Desired/Preferred Qualifications:

  • Certified Energy Manager (CEM), Project Management Professional (PMP), and/or Leadership in Energy and Environmental Design (LEED)
  • Knowledge of Microsoft Dynamics
  • Professional experience with state, local and / or federal governments, for-profit and non-profit organizations (including community-based organizations) and / or utilities.
